Adobe Photoshop CS5 is slated to be announced April 12th. I’m still using CS3 and usually upgrade every other cycle, so this will be my scheduled time. So far, the Content Aware Fill is a new feature that looks like it would be worth the upgrade (plus those features that CS4 added that I don’t have).
